. republicans have passed the budget that paul ryan put together. now, you may not agree with that budget, but it does outline specific cuts. republicans are on the record for those and would probably say here's our list of cuts, mr. president. where's your list? >> the president has other things he may not have included. ethan, so the republicans say fine, take it from paul ryan's budget. but don't they owe him a list? >> they do. and they haven't really provided one. there's a great article in politico yesterday. they talked about how democrats, the president's come forward with $1.6 trillion in revenue increases, it's been very detailed. it's drawn heavily from his 2013 budget. and then, you know, he asks, okay, republicans, what do you want on entitlement cuts? and the republicans have said, present us a list of options and then we'll pick from those that are acceptable to you. and the administration has said, no, that's not how this game works. if you want something, you need to bring it to us, but we're not going to be the ones presenting to you both the revenue fix and entitlement

voted against paul ryan's budget. the chairman of the budget committee. speaker boehner issued these punishments with the full support of the republican leadership including the majority leader eric cantor and majority whip kevin mccarthy. jonathan capehart, this is fascinating. i am interpreting this as a positive thing for president obama and the democrats in an attempt to at some point either before or after going off the cliff, reaching some kind of deal with boehner. what boehner's message seems to be to these conservatives willing to vote for something because it is not conservative enough. i need better team players if i'm going to walk back from the white house with a deal. i need your vote on it. >> right. by removing the two from the house budget committee, they basically, what he's doing is putting in people who will do what he says. people who will get him the votes out of the budget committee that would then make it possible for him to take it to the floor and get a big vote. we will see it as much as last time, trying to pass this thing with just republican votes.

in the week about paul ryan being deputized being part of these debates, we haven't heard from him yet, but michael he has not made an appearance yet so far. we know cantor has sort of been on the sidelines too but ryan sort of -- this sort of statement that he was going to be the person, perhaps, as you point out, joy, to sign off for the most restive parts of the caucus and give his messi inble a deal. >> i don't know how to explain that, although i think the white house, i'm sure, will plausibly argue ryan was part of a ticket just repudiated and he is at the low ebb of his credibility. a separate argument, somewhat contradicts that one, romney's campaign in the end was not so much about the ryan plan. you know, "the wall street journal" and sort of movement conservatives were thrilled when romney chose paul ryan and said we're going to have an election an the big issues, entitlement reforms, policy wonk's dream and that was not the romney campaign. romney did everything he could to water down his relationship with the ryan plan. and so it was -- it took a back seat. i just don't kn

for 2016. you have the jack kemp forum tonight and both marco rubio and paul ryan are speakers. >> right. marco rubio is honored tonight. paul ryan was the honoree last year. yes, andrea. these are two guys without question are going to be in that 2016 presidential race barring some sort of unforeseen circumstance. they're both positioning themselves to lead the party. i'm interested to see what they talk about, because i think both of them -- paul ryan is talking about poverty. marco rubio is talking about education so not two typical what we would traditional republican issues, taxes and those sorts of things. this is an attempt by both men, i think, and a chance for both men to expand on what it means to be a member of the republican party and to try to broaden an appeal we saw in the 2012 election is just not broad enough particularly among hispanics. they are problems with women and young people. rubio is 41 and ryan is 42 years old who are leading a youth movement that the party hopes will change that appeal, correct their demographic problems and it starts even though the election
